Black youth dies after police procedure in Caracolí
Donovan Balanta Paz died after a police procedure in Caracolí, on the border of Ciudad Bolívar and Soacha, in which officers used a Taser on him. The procedure reportedly began with a racist remark by an officer, and the death was described as a racial crime against a Black youth.
